Commissioning Manager – London Sexual Health Programme (LSHP)

The Role
The City of London Corporation hosts the London Sexual Health Programme (LSHP), a unique pan-London collaboration commissioning and shaping sexual and reproductive health services for millions of Londoners.
As Commissioning Manager, you will lead the delivery of a complex portfolio of high value programmes spanning commissioning, digital innovation, clinical pathway redesign and equity focused system change.
Operating at the heart of multi borough decision making, you will oversee the full lifecycle of major initiatives from early concept and market engagement through to mobilisation, performance management and long-term sustainability.
Working closely with the LSHP Director and borough commissioners, you will ensure programmes are financially sound and outcome focused, while navigating differing local priorities and political contexts. You will act as a critical interface between strategic ambition and operational delivery, providing assurance, insight and advice to senior governance forums.
The Requirements
You will bring experience of leading complex, multi-partner programmes at scale within public health, local government, the NHS or comparable systems.
You will have demonstrable experience of commissioning and governance within a regulated public sector environment, alongside strong financial and commercial awareness, including oversight of pooled or multi-partner budgets.
You will be confident influencing senior stakeholders across political, clinical and community settings, including elected Members, senior officers, clinicians, voluntary sector partners and delivery suppliers.
You will demonstrate excellent written and verbal communication skills, with experience producing board-level reports, briefings and performance updates that support effective senior decision-making.
A recognised programme or project management qualification (e.g. MSP, PRINCE2, APM) or equivalent experience is desirable, alongside a clear and demonstrable commitment to embedding equity, inclusion and co-production into programme design and delivery.

Working arrangements
