Do you have in-depth experience in parking enforcement and appeals, along with strong leadership skills and a sound knowledge of traffic regulations? Are you confident handling complex legal cases and supporting the development of staff in a fast-paced public service environment?
The City of London Corporation is recruiting for a Senior Representations and Appeals Team Leader to join its high-performing Parking Ticket Office. This role is a key part of the team that handles statutory representations, formal appeals, and related legal processes around Penalty Charge Notices (PCNs) for the Square Mile.
About the Role
In this varied and hands-on leadership role, you will support the Deputy PTO Manager in overseeing and developing the Representations and Appeals Team. Your responsibilities will include ensuring timely and accurate responses to formal appeals and complaints, quality-assuring casework, supporting statutory compliance, and driving continuous improvement across the service.
You’ll also:
- Monitor team performance and deliver coaching and mentoring to staff
- Draft and review responses to complex complaints, Ombudsman cases, and tribunal submissions
- Represent the City at County Court or London Tribunal hearings as needed
- Oversee data reporting, income reconciliation and quality control
- Lead training around case submission best practice and ensure compliance with current legislation
- Support internal projects including system improvements, new policies, and service developments such as Zero Emission Zones
About You
We’re looking for someone with:
- Significant experience handling PCN challenges and appeals in a local authority or similar enforcement environment
- A strong working knowledge of the Traffic Management Act 2004, London Local Authorities and Transport for London Act 2003 and related codes of practice
- Proven ability to supervise or coach staff, lead team performance, and manage complex service demands
- Strong communication skills, both written and verbal, with the ability to explain legal matters clearly and handle contentious issues diplomatically
- Confident working with tribunal and court procedures, including preparing case files and attending hearings
- Experience in financial reconciliation and managing performance data
- High levels of IT literacy including Microsoft Office and back-office enforcement systems
An industry qualification such as Level 2 or 3 in Notice Processing or equivalent knowledge is desirable, along with a commitment to upholding high standards of customer service, equality, and integrity.
