Help Shape the City – Join Our Planning Obligations & Development Team
The City of London Corporation is seeking a Planning Obligations Monitoring Officer to support our high-profile development and planning functions. This is a unique opportunity to help deliver some of the world’s most ambitious urban developments and public benefits—ranging from new cultural spaces to affordable workspace and enhanced public realm.
Working closely with the Principal Planning Officer and Development Management team, you’ll play a key role in the negotiation, monitoring and administration of Section 106 agreements and the Community Infrastructure Levy (CIL).
Key Responsibilities

Support negotiations on major planning applications, ensuring Section 106 agreements and CIL requirements deliver outstanding public benefit.

Review and monitor Section 106 submissions, including Cultural Management Plans and Local Skills and Procurement Strategies.

Implement governance procedures to ensure effective and lawful administration of planning obligations and CIL.

Monitor developments, calculate financial contributions, issue notices, and ensure compliance with all statutory obligations.

Maintain and update records using Exacom and SharePoint, ensuring all data is accessible, accurate and audit-ready.

Serve as a first point of contact for procedural and administrative advice on Section 106 and CIL matters.

Collaborate with internal teams and developers to support transparent, accountable, and effective planning processes.

Contribute to the ongoing development of the public-facing CIL and S106 monitoring module.

Generate and analyse reports for internal stakeholders, Transport for London, and government departments.

Maintain up-to-date knowledge of legislation and contribute to improving internal processes and governance systems.
What We’re Looking For
Essential Experience & Knowledge:

Experience working in development planning or a strong understanding of the UK planning system
-
Knowledge or experience in collecting and monitoring CIL and Section 106 contributions

Ability to analyse development proposals and planning obligations accurately
-
Strong interpersonal skills to liaise with developers, agents and internal departments

Good organisational skills with the ability to manage deadlines and prioritise tasks

Excellent written and verbal communication skills

A collaborative, team-focused approach with a proactive attitude

Confidence working with data, monitoring systems, and reporting tools (e.g. Exacom)
Desirable:
-
Degree in Planning or related discipline

Eligibility or membership of the Royal Town Planning Institute or equivalent
