Join the City of London Corporation and help deliver best-in-class services for the oldest and most dynamic part of the City.
About Us
The City of London Corporation manages some of the capital’s most prestigious and complex buildings – including Guildhall, Mansion House, Tower Bridge, City of London Schools, and the Old Bailey – alongside a large and diverse commercial property portfolio. Maintaining and upgrading these assets is central to our mission, ensuring they remain safe, sustainable, and fit for the future.
The Role
We are seeking a dynamic and enthusiastic Programme Manager to lead a substantial £40m+ programme of works as part of a larger £130m cyclical works programme (CWP) within the City Surveyors Department.
The City Surveyors are a set of dedicated teams coming together to maintain the remarkable portfolio of City Corporation assets. We manage, design, and deliver construction projects and professional services to some of the most famous buildings in the world. This role offers a unique opportunity to apply your expertise to client-side delivery to the most diverse portfolio, further including Epping Forrest, Heathrow Animal Reception Centre, The Monument, Hampstead Heath, Markets, Libraries, Galleries, and more.
As the Programme Manager, you will be responsible for coordinating and planning key programmes of work encompassing over 3000 projects, ensuring alignment with other critical workstreams. You will be accountable for construction activities through RIBA stages 2-6, ensuring projects are administered and delivered to the highest quality and sustainable standards while minimising disruption to corporate occupiers and stakeholders. You will provide regular financial reporting, forecasting, and progress updates whilst overseeing and leading the delivery of significant corporate projects. The successful candidate will establish close working relationships with stakeholders, identify potential project conflicts, and drive efficiencies.
You’ll bring a positive and collaborative approach with a comprehensive understanding of construction projects and programming in order to spearhead a bold programme of cyclical investment to our exceptional portfolio.
What You Will Be Doing
You will be putting your mark on the City Corporation’s operational estate by delivering the Cyclical Works Programme, including:
- Responsibility and oversight of a specific programme of works on a range of projects between £5k - £5m.
- Lead on delivery of significant corporate projects from RIBA Stages 2-6, including managing briefing, feasibility, through to design, procurement, delivery, and handover.
- Review programme activity and delivery methods to seek grouping and packaging of works for efficiency.
- Manage partnerships and internal / external service providers such as consultants and contractors.
- Provide regular financial reporting, forecasting, and progress updates.
- Regularly engage and create close working relationships and communications with stakeholder groups, client departments, and key members of delivery teams.
- Contribute to the production of new ways of working and modernise programme reporting and efficient ways of working.
- Support innovation as part of the delivery of projects and programmes with a high-quality and pragmatic approach.
- Contribute to long-term asset management, planning and risk management.
- Work closely and support with other established workstreams such as the Climate Action Strategy, Sustainability, Environment Department, and Heritage Team.
If you possess a strategic mindset, excellent programme management skills, and a passion for enhancing operational efficiency, we invite you to apply for this exciting opportunity to make a significant impact on the City of London’s estate management.
Studies suggest people tend not to apply if they are missing just one of the requirements. If you think you have what it takes but don't necessarily meet all the requirements, we would still like to hear from you and see if you're a great fit!
Closing date: 12 noon on Wednesday 12th November 2025
