The City of London Corporation is seeking an experienced and forward thinking Performance and Talent Management Framework Lead to shape and deliver a modern, organisation wide approach to performance, talent and leadership development.
This is a pivotal role within People and HR, reporting to the Assistant Director for Learning and Organisational Development. You will design and implement robust, scalable frameworks that strengthen performance management, succession planning and leadership capability across a large and complex organisation.
About the role
You will lead the development and delivery of an integrated performance and talent management framework aligned to corporate strategy and future workforce ambitions. Working closely with senior leaders and HR Business Partners, you will:
- Redesign and embed performance and talent processes that enable meaningful conversations about development, progression and succession
- Lead the end to end performance cycle, including calibration, improvement planning and communication of outcomes
- Develop and facilitate talent reviews and leadership development programmes
- Align departmental workforce plans with the Corporate HR Strategy through insight driven analysis
- Use data and analytics to inform workforce planning, diversity of talent pipelines and organisational design
- Design recognition and engagement approaches that strengthen the link between reward and performance
- Establish governance, performance indicators and continuous improvement measures to ensure frameworks remain effective and future ready
You will also play a key role in driving inclusive leadership, strengthening succession at critical grades and supporting departments through change.
About you
You will bring significant experience in developing and leading performance and talent management frameworks within a large, complex or matrix environment.
You will demonstrate:
- Expertise in talent reviews, succession planning, leadership development and employee engagement
- Strong analytical capability with the ability to translate people data into clear and practical strategy
- A track record of delivering interdependent projects and enterprise wide cultural initiatives
- Credibility and confidence in working with senior leaders and influencing at all levels
- Excellent written communication skills, including preparing reports and strategic papers for senior management
- Up to date knowledge of best practice and emerging trends in performance and talent management
A Level 7 qualification in an organisational development related field is desirable. Equivalent knowledge and experience will also be considered.
